10 years old is too late for kids to be out past 8pm, without you knowing where they are- esp. in Pandemic time. You need to tell him that next time he's out past 8 and hasn't called to tell you where he is, you're locking the door and not letting him in. Leave a blanket n pillow on the front porch/door step and stick to it, since it sounds like your in a rather country area. If in a big city, disregard, as sleeping on the streets in cities is dangerous, but there definitely need to be some organic consequences.

If he was getting to play before homework was getting done, maybe that goes away and homework has to come first, and maybe everything needs to be taken out of his room and bought back with good behavior, like after week one of complying with curfew he gets his bed back. Week two he gets back some other large and seemingly "essential" item normally seen in bedrooms.

Or he can spend some after homework hours cleaning the house and mowing the lawn, to buy back some freedom. Maybe a paper route in order to save some money. It's a good time to start saving for a car that he's going to want for college or high school.

A watch and cell phone so that he has no excuse to not be on time and not call might be a good idea, as well, and an agreement that you won't be mad if he's going to be a bit late (within reason) as long as he tells you where he is and how late he's going to be. .......Then use a tracking app to track his phone. LOL.
